The Command Staff of the Pell City Police Department is a dedicated leadership team committed to protecting and serving our wonderful community and its people. This team provides the strategic direction and professional oversight necessary to ensure the department operates with the highest level of discipline and control.
Comprised of experienced law enforcement professionals and led by Chief Justin Cooper, the Command Staff manages the department’s diverse units and resources to address the evolving needs of our city. By fostering strong partnerships with community organizations and regional agencies, they work to ensure the department remains a vital asset in maintaining public safety. Through transparent leadership and a commitment to excellence, the Command Staff strives to create a safer environment for every resident and visitor in Pell City.

The Patrol Division provides a highly visible police presence throughout Pell City. Patrol Officers operate with a community policing mindset, engaging with the public while enforcing traffic laws, responding to traffic accidents, calls for service and emergency calls. Patrol Officers conduct initial criminal investigations and deter crime through visibility and active criminal patrols. Patrol officers comprise the bulk of the Pell City Police Department and serve the community 24 hours a day.

The Criminal Investigations Division is led by a Detective Sergeant and staffed with four detectives and a criminal analyst. The division investigates all felony crimes that take place in Pell City. Detectives leverage the latest technology and investigative techniques to thoroughly investigate crimes, arrest violators and bring closure to victims of crime.

The Pell City Police Department’s School Resource Officer (SRO) program is made up of a dedicated team that includes a Sergeant, a Corporal, and seven SRO officers—one for every school in Pell City.
Our SROs are a familiar and friendly presence on each campus, working every day to keep students and staff safe. They help deter potential threats, respond quickly when needed, and partner closely with school administrators to handle any student-related issues that may arise.
Each SRO has received training through the National Association of School Resource Officers (NASRO), preparing them to serve not just as law enforcement officers, but also as mentors and positive role models. They take pride in connecting with students, building trust, and teaching classes on important topics such as bullying prevention, vaping awareness, and staying safe online.
At the Intermediate School, 5th grade students participate in the Pell City Police Department’s E.D.G.E. Program (Educate, Development, Guidance, Empowerment). This fun and interactive class helps students understand what police officers do to protect others, while also learning about the dangers of drugs, alcohol, bullying, and unsafe social media use.

The Narcotics Unit is a specialized team within the Pell City Police Department dedicated to protecting and serving our community by combatting illegal drug activity. These officers focus on the investigation and disruption of the distribution, manufacturing, and transportation of illegal substances that threaten the safety of our city.
Members of the unit receive advanced training and utilize specialized techniques to conduct undercover operations, surveillance, and high-level investigations. By working closely with local, state, and federal partners, the team strives to dismantle criminal networks and remove dangerous narcotics from our streets. Beyond enforcement, the Narcotics Unit is committed to the well-being of our citizens, working with discipline and integrity to foster a safer environment for all our families.

Our SWAT team is a highly trained tactical unit comprised of select officers from the Pell City Police Department. These officers specialize in handling high-risk operations that exceed the capabilities of standard patrol units. Members of the team undergo rigorous and continuous training in areas such as hostage rescue, high-risk warrant service, barricaded suspect resolution and active shooter response.
Equipped with specialized gear, weapons, and tactical vehicles, the SWAT team is prepared to respond rapidly to critical incidents both within the city and in support of regional law enforcement partners. In addition to operational deployments, the team also participates in community outreach events and joint training exercises, reinforcing its commitment to public safety and readiness. The professionalism and precision of the Pell City SWAT team make it a vital asset in protecting citizens and resolving dangerous situations with the highest level of discipline and control.

Led by a Sergeant and staffed with two narcotics investigators, the Special Operations Division'sfull-time mission is to conduct proactive investigations and remove dangerous drugs from Pell City streets and schools.
Members of this unit receive advanced training and utilize specialized techniques to disrupt the distribution and manufacturing of illegal substances that threaten the safety of our city. By maintaining cross-sworn memberships with the St. Clair County Drug Enforcement Unit and the Federal Drug Enforcement Administration (DEA) Drug Task Force, the team works closely with local, state, and federal partners to dismantle criminal networks. Through discipline and integrity, the Special Operations Division remains a vital asset in fostering a safer environment for all our citizens and families.

The Pell City Police Department has two designated K-9 teams, each made up of a police officer handler and their K-9 partner. The K-9 Teams are certified and trained in narcotics odor detection.
Assigned to the Department’s Special Operations Division, the K-9 teams deploy in a patrol capacity to locate narcotics and arrest violators of state narcotics laws. Our K-9 Teams also assist other federal, state and local law enforcement agencies in the region that request the services of a narcotics detection dog. The K-9 Teams are proactive and responsible for removing dangerous narcotics from the streets of Pell City.

The Pell City Public Safety Dive Team is a specialized unit comprised of highly trained professionals from the Pell City Police and Fire Department. The two agencies work together to perform critical underwater operations. Each team member is certified in public safety diving and receives ongoing training in underwater search and recovery, evidence collection and water rescue techniques.
The Dive Team is called upon throughout the state for a variety of missions, including locating and recovering drowning victims, assisting in criminal investigations by retrieving submerged evidence and supporting emergency response efforts during natural disasters. Utilizing advanced diving equipment and sonar technology, the Dive Team operates in lakes, rivers, and other challenging aquatic environments across the region.

The Pell City Marine Unit is a dedicated team of public safety professionals focused on ensuring safety and security on the city’s waterways. Staffed by members of the Pell City Police and Fire Departments, the Unit is trained in boat operations and marine patrol tactics.
The Marine Unit plays a critical role in patrolling Logan Martin Lake, enforcing boating laws, responding to water-related emergencies, and providing support during special events and natural disasters. Equipped with advanced navigation and communication tools, the Unit works to prevent accidents, assist boaters in distress, and support dive operations when needed. Their presence on the water helps maintain a safe environment for recreational users, residents, and visitors alike.

The Animal Control Officer responds to all animal-related calls and works closely with the Police Department to safely and humanely resolve any animal issues that arise in the city.
Pell City does have a leash law, a vicious animal ordinance, and requires owners to be in control of their pets at all times. Dogs are considered vicious that have bitten or have threatened to bite persons. Dogs that cross property lines and attack other dogs are also considered vicious along with dogs that destroy personal property.
